Necessary or Not? [Ⅰ]With the fast development of computer technology, a great amount of books on that subject are translated into Chinese and occupy a large part of the book shelves.
But books on other subjects seldom get the chance to be released in Chinese.
They are just reprinted in English.
It seems that the assumption is well accepted, that people learning or interested in other fields could read and understand English well, and translation of scientific and technical documents is not so in need.

They explain that their further studies would use textbooks in English.
Second case, some education systems once were quite keen on bilingual teaching, with textbooks in English of course.
So they invested much to make the teacher qualified.

”Once when a question about technological translation is asked in an engineers’ forum, an engineer who have worked in that field for many years said: “This type of positions are requested by big electronic corporations where there is a big volume of technical documents that need to be translated to all kinds of languages.
European companies will hire English translators; American and British ones will look for German, French and Spanish technical translators.
The translators are not just people that speak the tongue, but have some kind of technical background and understand the electronics jargon.
