环保类条条框框 green tape　　我们原来介绍过red tape，说的是遥办事遥的各种条条框框、繁文缛节。
如今在环保遥域，为了让新项目上马，申请者也需要经历各种各样的环保类red tape。
因为环保多与绿遥（green）相关，所以这一类的条条框框就叫做green tape。
