[口语]交通文明 road civility的英文表达19日，北京启动了为期5年的文明交通行动计划，到2015年力争使首都交通文明程度达到遥遥水平。
同时公布了十大交通陋习，希望市民能够自觉摒弃。

The capital released a top 10 of commonly seen bad driving habits at a press conference on Saturday in the hope of raising awareness of road civility.
On the list was using a cell phone, not wearing a seat belt, throwing trash out of windows and overusing the car horn.


上周六，北京市在资讯发布会上公布了十大交通陋习，希望能够提高市民的文明交通意识。
名单列出的陋习包括在开车过程中遥手机、不系安全带、往车窗外扔垃圾，还有乱按喇叭等。


在上面的报道中，road civility就是交通文明。
Civility意为礼貌，客套，如：He greeted us with civility.
（他谦恭地同我们打了招呼。
）

交管部门表示，警方将严厉整顿unruly road users（遥车），重点针对drunk driving（醉酒驾车）、running a red light（闯红灯）、driving without a license（无证驾驶）等十大交通违法行为。
为了提高人们的交通文明意识，appropriate punishment（适当处罚）和reward policies（奖励政策）是少不了的。


据报道，不文明行为造成车辆在路上停留1分钟，就会导致1公里的道路拥堵。
为了改善交通环境，缓解交通拥堵，北京还在年前遥新措施，要求今后买车上牌需摇号，也就是license-plate lottery（车牌摇号）政策。
